Q: The regions have been developing rapidly in recent years.
Following the collapse of the USSR, the GUAM affiliating Azerbaijan, Georgia, Ukraine and Moldova emerged as the most prestigious and working regional organization in the post-soviet area. GUAM is capable of implementing the projects forgotten by the CIS and creating free business infrastructure in the region. Many are more interested in GUAM than in CIS with EU supporting the GUAM. There were discussions on integration of Black Sea basin countries including Bulgaria, Lithuania, Japan, Poland and other European countries into the GUAM. In an interview to Echo of Moscow radio station, President Ilham Aliyev said CIS is the useless organization and does not give anything to Azerbaijan. GUAM has become the serious organization for the past ten years.
Fighting capacity of the armed forces, level of officers` training, psychological state of soldiers are main factors ensuring the worthy place of every nation in the international arena. It is not accidental that national leader Heydar Aliyev paid a special attention to this sphere since his returning to power. He was not only Supreme Commander of Armed Forces but also the architect of army.
President Heydar Aliyev has exceptional services in laying foundation of the national army. Military spending rises every year. While military budget amounted to just $130 million four years ago, it has reached now $2 billion. Azerbaijan continues to purchase modern weapons for its army. Our country has created military industry and started exporting military products.
